Power Play At Immigration HQ




According to reliable sources, only ten percent (10%) of all the declared vacancies in the security services are to go to the genuine applicants who qualified by the criteria set. Even the ten percent (10%) is further whittled down to less than five percent (5%) as it is out of it that the Police Officers themselves also try to benefit to help themselves, friends, families members and other VIPs in society.

Thus, the whole purpose of advertising and getting the best personnel for Police gets defeated before the conception of the genuine idea of recruitment. The legacies left by the Hamidus and Atinga-Bios at the Human Resource Department of the Ghana Police Service are atrociously inimical to the institution’s image and Ghana’s Security. 

 If a country’s Police Service is rife with corrupt, criminally minded and politically intoxicated personnel then there is a real danger for current and future generations. A few members of the Police Management Board who mustered courage to raise issues with these corrupt recruitment practices have been posted to various camps of “Police Siberia”

When recruits pass out from the various training depots, they are posted to locations determined by the NDC politicians and not the Professional Police Officers. Depending on their “criminal records” skills, abilities and competences in helping the NDC to do their professional rigging of elections, these recruits are posted to units, stations and politicians (Flagstaff House, Office of the President, Vice President, Ministers and Heads of Institutions, Hierarchical Heads of the Local Government Administration and some members of the Judiciary).

These “NDC Police Officers” have been indoctrinated to see to the interest of ONLY THE NDC and NOT MOTHER GHANA. To such charlatans, it is EITHER NDC OR NO OTHER PARTY IN POWER. These Police Officers are brainwashed continuously to see the NPP, PPP, PNC and the mainstream CPP as group of nation wreckers fighting for political power to destroy the nation. With such mentality and propaganda fed into these “NDC police officers,” the noble sense of professionalism, integrity, impartiality and security orientation that should be the hallmark of the Ghana Police Service have been thrown to the dogs. 

Boot-licking, sycophancy and treachery have become the order of the day in the Ghana Police Service. That explains the conduct of Mr. Cephas Arthur, the mouthpiece of the Ghana Police Service. Mr. Cephas Arthur has been struggling to defend the Police High Command over several issues in recent times. If Mr. Cephas Arthur were sincere (and I hope he is) he would realize from questions posted to him by media practitioners and contributions to programmes and newspaper columns that no genuine, sincere, objective and patriotic Ghanaian believes in his “cock and bull” answers to or explanations on developments in the Ghana Police and the bad image that is associated with it.

We may need to remind Mr. Cephas Arthur and his like-minded ones that effective and efficient police relies on maximum cooperation from the population or concerned members of society.

Mr. John Kudalor and Mr. Cephas Arthur should be monitoring developments in the United States of America on the deterioration in the relation between the Police and some members of the Communities (especially the Black and Minority Ethnic Groups) culminating in very violent fatalities. 

Even in our own backyard, the incident at the Afram Plains (Donkorkrom a few months ago) should serve as a useful warning or remembrance to the Ghana Police Service and its politically manipulated top hierarchy that things could get out of hands if not properly managed. Brute force and show of strength may not be the best way of providing police services. Demonstration of goodwill, positive neutrality and impartiality, professionalism and good relationships with members of society and civil society groups may be the best way to go!!!

While the police are linked up with recruitment malpractices, THE STORY IN THE GHANA IMMIGRATION SERVICE IS NO BETTER. A CERTAIN MRS. DJOKOTO LOMOH, DEPUTY DIRECTOR IN CHARGE OF FINANCE AND ADMINISTRATION HAS OVERGROWN HER WINGS SO MUCH THAT SHE IS THE DE-FACTO DIRECTOR OF THE GHANA IMMIGRATION SERVICE.
MRS. DJOKOTO LOMOH “RUNS THE SHOW” AT THE GHANA IMMIGRATION SERVICE HEADQUARTERS AND IN THE ENTIRE COUNTRY. THIS WOMAN IS SO POWERFUL THAT EVEN HER OWN SUPERIORS FEAR HER LET ALONE PEERS AND SUBORDINATES. 

The woman is so tribalistic, ethnocentric and brutal that only those she perceives to be ethnocentrically and politically correct are able to survive her dictatorship and wickedness. Indeed, she is a “mischievous sprite” at the Ghana Immigration Service Headquarters!!!

Mrs. Djokoto Lomoh had thrown the recent recruitment exercise into jeopardy. She has her protocol list that is more than twice the vacancy declared. In the circumstances, she has thrown away the “shortlisted” lists from all the ten regions and is working with only the protocol list that has close to 80% of the people belonging to the “Agbadza” and “Batakari” fraternities.

With over 13,200 applications received from innocent and unsuspecting members of the public, patronizing the exercise in view of the high youth unemployment in the country, the least expected from Mrs. Djokoto Lomoh was to abandon the whole list and rather go by her protocol list.

An attempt by a professional Immigration Officer at the Human Resource Department to adopt best practices of Human Resource Development (transparency, merit, competence and fair competition) has landed him in trouble.

The officer, who was the schedule officer in charge of the recruitment exercise until Monday 26th September, 2016 has been shown where power lies by Mrs. Djokoto Lomoh. The schedule officer after the conduct of an aptitude test nationwide in all the ten regional capitals decided to assemble a team of knowledgeable officers in the Ghana Immigration Service to do the marking of the scripts at Dodowa in order to further prune down the list to reflect the regional quotas given at the inception of the recruitment exercise. 

Mrs. Djokoto Lomoh not happy with the method instructed the schedule officer to cease the marking and return to Accra on Friday 23rd September, 2016 without fail. Before the officer could comply with that directive, Mrs. Djokoto Lomoh had caused a text massage to be sent to the officer in charge relieving him of his appointment at the GIS Headquarters to go to Sunyani on postings as the Regional Commander of the GIS in the Bono Ahafo Region with effect from Monday 26th September 2016. 

The Regional Commander at Sunyani, who is an Ewe, was also posted to Accra to take over from this poor Officer as the Officer-In-Charge Human Resource Department with effect from Monday 26th September, 2016. There was a near drama at the GIS Headquarters on that fateful Monday 26th September, 2016. The In-Coming officer In Charge of the Human Resource Department was at the GIS Headquarters by 7:00 am on that Monday 26 September 2016 in front of the office before the outgoing officer arrived at the office for work that day.

Before the outgoing officer could greet his “colleague”, the latter had the “good news” to tell that he had been instructed by Mrs. Djokoto Lomoh to take over from him that same day. The poor officer had just about two hours to put together his hurriedly prepared handing over notes to the “Nyebro Officer” who is the darling boy of Mrs. Djokoto Lomoh and left for Sunyani that same day as directed.

The actions of Mrs. Djokoto Lomoh and the former Brong Ahafo Regional Commander of the GIS attracted the attention of several officers and personnel of the GIS at the Headquarters to the scene and the HR Department. Most of the personnel were astonished by the procedure used to push out this diligent professional Immigration officer. 

Most of these persons who spoke to me criticized the show of power and vindictiveness in the whole drama. Mrs. Djokoto Lomoh was overheard saying that she had caused the removal of the poor officer from the HR Department to Immigration Syria (Brong Ahafo Region) because he had challenged her authority by going ahead to mark the script and shortlist applicants on merit.

 Now the questions concerned Immigration Officers are asking are these:
a.      Why cause publication to invite potential recruits to apply on net if none of them would be shortlisted let alone recruited?

b.      Why paint the picture of transparency in the Ghana Immigration Service recruitment exercise when in fact it was a farce?

c.       Why do the Ghana Immigration Service Authorities invite the qualified applicants to write aptitude tests, if they did not want them to be marked at all to determine their suitability or otherwise?

d.      Why should all the vacancies go to persons on the protocol list of Mrs. Djokoto Lomoh and none to the shortlists from the ten regions?

e.       What happens to the money paid by these prospective recruits?

f.        How much of the money goes to meet the administrative cost of the exercise? (i.e transportation, accommodation, feeding and IT expenses related to the website creation and the incidental expenses)?

g.      How much of the money paid goes into the Accounts of the Ghana Immigration Service?

h.      Is the Net Amount considered as part of the Internally Generated Funds (IGF) of the Ghana Immigration Service?

i.        If the money is indeed considered as part of IGF or whatever, what are the institutional safeguards or internal controls to ensure its judicious use in the public interest?

We expect answers to these questions before this matter will be put to rest. 

If Mrs. Djokoto Lomoh denies or refutes these allegations, we challenge her to publish the regional lists of shortlisted personnel and the lists of selected personnel for training at the various centers (Assin Fosu, Fire Service Training School in the Greater Accra, Customs Training School at Kpetoe and 64 Infantry Regiment Training Camp at Asutuare) before or by the end of October 2016 as the Protocol list beneficiaries are to report for training by the end of October 2016.

NB: SOMEBODY TELL THE WIFE OF LIEUTENANT COLONEL LOMOH (RTD) THAT THAT NEPHEW OF HERS WHO RESIGNED FROM THE GHANA IMMIGRATION SERVICE VOLUNTARILY TO GO TO THE NATIONAL IDENTIFICATION AUTHORITY WHO SHE HAS BROUGHT BACK SHOULD BE SACKED BEFORE WE OPEN HER FILES WIDE ….ROSE ATINGA-BIO SEF WE SEE AND NOT YOU MADAM.

ALSO, I HAVE HEARD THE RUMORS ABOUT YOU GOING FOR A NEW BIRTH CERTIFICATE WAI….

AND IF YOUR JUNIOR SISTER AND YES YOUR LIEUTENANT COLONEL NURSING SISTER AT 37 IS DUE FOR RETIREMENT THEN I CAN’T THINK MADNESS KORAAAA
